Within five days after the convening of each regular business session of the legislature, the governor is required to transmit to the legislature (an) appropriation bill(s) which sets forth the budget of the state's financial program for the next fiscal year (Ala. Code, Title 55, Section 93 [1958 Recompiled]). This appropriation bill sets out funds to be appropriated to the Governor's Emergency Fund (No. 122). The only requirement of this fund is that it be expended at the direction of the governor. (Examiners of Public Accounts Audit Reports for the Governor's Office, 1956-1970). This series consists of records documenting the expenditure of emergency funds by the governor. Typical records in this series include warrants, invoices and bills, copies of letters from the governor authorizing the expenditure of funds, and typed lists detailing expenditures for the month. Information in these files includes date, amount of expenditure, reason for expenditure, company or individual being paid, beginning and ending monthly balance, total monthly disbursements, and total allotment. Examples of funds expenditure include travel expenses, advertising, supplies and materials, and contributions to schools. These records were created during the administrations of Governors James E. Folsom (1955-1959), George Corley Wallace (1963-1967 and 1971-1979), Lurleen Wallace (1967-1968), and Albert P. Brewer (1968-1971).
